The U.S. government has zapped Toyota with a record $17.4 million fine. The National Highway Traffic Safety Administration says the automaker has again failed to quickly report problems and has delayed a safety recall. It's the largest single fine ever assessed against a car company over safety defects - and its the fourth in recent years. Toyota says it will pay the penalty without admitting any violation of the law, and will work to strengthen data collection and evaluation to make sure it takes action more quickly.
