Problems returning to the water supply in Mount Carmel. Earlier this year the city's water department spent weeks trying to clear a problem with dirty water - adjusting chemicals, cleaning the inside of mains - and the interior of the water tower. Now the problems have returned. Mount Carmel water customers Thursday reported an bad odor and taste to the water. Officials though say they've tested the water and it continues to be safe to drink and use. They're also in contact with the Illinois EPA and several other experts to see how to best control the issue, but in the short term, have adjusted the amount of chemicals used at the water plant in an attempt to improve the quality.
